 The Open Government Directive issued on December 8th from the U.S. Off
 ice of Management and Budget issued specific actions and timelines for
  implementation to federal agencies. The biggest challenge that federa
 l agencies face in the Open Government Directive is the requirement to
  create, by April 7, 2010, an agency-wide Open Government Plan that de
 scribes how the agency will increase transparency and integrate public
  participation and collaboration into its government business.\n\nAgen
