Lots of examples from Census to GovGab to CBO.

I think the major key is
-Timely and consistent content (most blogs start with a big start and have a slow death)
-Outreach to other bloggers in your stakeholder group (EPA for example could outreach to treehugger.com) to let them know about blog and to guest blog possibly
-Interesting content - tell stories, shoot photos and videos, have fun

This was first published in 2005 and was often referenced in 2007 and 2008. Somehow Congressional interest waned in 2009 and 2010 but it may revive in the very near future. Some of the government blogs I've read do not just push the envelope on propaganda, they tear right through it.
