I've seen two conflicting stories recently on the security contract with G4S for the Olympics:
The first claiming no penalties for underperformance were written into the contract:

And another stating there will be penalties paid after all:

So here's my question. Why is government contracting so fuzzy in general?

Why is it a matter of what is "wanted" and not specified in the contract?
