Has anyone recently developed a solicitation for software as a service (SaaS) or subscription based licensing? There is a trend towards this type of licensing model and I'm gathering thoughts and ideas with regard to protecting a state's rights and negotiating the best pricing, terms and conditions. I would appreciate any thoughts or suggestions from the group.
