We're currently in the process of updating an older set of social media guidelines for general government use. Proposed topics will include a brief explanation and best practices for several different types of social media, including Twitter, Facebook, LinkedIn, Google+, blogs, curation and social seeding.
Question: for what social media questions would you like to have answers, or what information do you feel would be useful to your agency or office?

It would be useful to know to what level general staff can participate in the agency's social media outlets.

Procedures - what are the processes/guidelines to participate in social media in my agency? Do I need approvals? Where do I go for them?
Best Practices - how do I do this well? What works on social media for government? What types of content and questions, etc? Tips, tricks, etc
Why it is important - what is the business case to help me sell this in my division?

That is something our report addresses, but I can tell you our recommended best practice is to propose to help put together the guidelines for your department or agency. That way, they are in place (so everyone knows the expectations) and your leaders love you because it's one less thing for them to worry about.
Selling the investment into social media is something many experience, mostly because leadership rarely have time to dedicate to social media. What we have found helpful is providing statistical and demographical information about social media users (just an example: currently the number of Facebook users is equal to roughly 2/3 of the US population, more than 50% of their users log in on any given day).
The next question would be: which of the media make sense for your organization? This is best accomplished by investigating the goals you would like to accomplish with each form of media.
