Administration outlines $6B in cuts in IT services and analytic support (FCW article)

Vivek is not gone yet and already other political appiontees are attacking his efforts. It appears that we were spending more than $6B on IT consulting services for things like program management, IT sourcing reviews, and cost-benefit/business case analysis. I thought the Administration said we needed that for the 25 point IT reform plan that's supposed to generate $3B in savings plus stop future overruns. How can we capture and sustain the savings without the work being done to fix the problems?
