I noticed the diagram you are using is from Pentaho Open Source Business Intelligence
I am the Federal Account manager for Pentaho.

Open Source Business Intelligence is growing in Government as it provides the same functionality as the big proprietary vendors at 10% of the cost.

I llike the visual of the BI Pyramid. Is there any more material behind this? I'll look at the Pentaho site and information, but looking at the interal slices (sales, purchasing, etc.) - is the organizational intent of the pyramid supporting a particular business model or is there something else?
