How to enhance an EA tool to support government collaboration

Please list ideas regarding how an EA tool could be enhanced to support government collaboration such as general business process improvement, NIEM, and other types information sharing.

The commercial arm of the open source Essential Project enterprise architecture tool might consider enhancing their app with government-specific components if there is enough interest in them.  New features might include federated data sharing.

Can you think of any ways that would enable the tool to promote solution discovery, data sharing and integration, business process improvement, or other benefits?
