I have seen a number of local governments and cities with fantastic websites that really offer citizens a ton of resources. I think one of my favorites is the City of Plano, TX. The city's site offers a great deal of transparency to it's citizens, and these days, you just can't beat that.
What is the best example you've seen?
Be sure to check out how the City of Plano is engaging with its community.

The highest voted questions were then selected and asked to Mayor Emanuel during a live Facebook Town Hall. Very cool stuff. Appears they will continue with this type of engagement, featuring a new topic each month.
