My thought about their not being able to handle the traffic was that it demonstrated extremely poor planning. You ALWAYS have to plan for traffic, whether it be through the use of CDN or other technology. There are many federal web sites, in house and contracted out, that plan for traffic spikes effectively. It gave off a message that they're not ready for prime time, and that's unfortunate.

USAJOBS.gov relaunched this week and has lots of problems with functionality.

Based on notes from OPM, it's because they are getting 3X more traffic than ever had.

Is solution as simple as just getting a CDN like Rackspace, Akamai, Cotendo, AWS to handle the elasticity?
