Comment by Dennis Hall on October 4, 2011 at 11:39am William, I run an EVM workshop at the National Defense University and when the Federal IT Dashboard was established I started using that in the workshop. As you may know, lumping sustainment data in with investment data masks actual investment performance. I pointed this out in our last workshop, which included an analyst from OMB. I was therefore wondering if they were looking at revising the data in the dashboard or if there was another reason for the lack of update. It sounds like that, whatever the reason, it has not filtered down to the agencies yet.

I have been concerned for some time that by mixing D/M/E data with Sustainment data, accurate investment performance was being lost, but it was fairly simple to back out the sustainment to look at project/initiative performance. However, Agencies now seem to be a couple of months behind on submitting their updated cost and schedule status. .

One of the hurdles I regularly face when dealing with folks higher up in an organization is a lack of knowledge of EVM and how the data should be interpreted. I think it loses a lot when it is overly "dumbed up" into color codes that mask any useful information. Any thoughts on materials that would help busy execs quickly understand (stop snickering) the data we work so hard to develop?
