Tip rates at the federal government

I apologize for this incredibly stupid question.  Here in my City I have discovered people are leaving a tip at restaurants of anywhere between 12% to 25%.  It is definitely time to have a clear policy on this.  It is the tax payers' money and some consistency seems important.  What is your governmental unit's policy?
