My late former brother-in-law; Raleigh, North Carolina, lawyer Howard Fabeing Twiggs (past president of the North Carolina Trial Attorneys Assn.?) told me he had gone to then just de-Sovietized Russia, to help with it's new legal schemes. However we never had time for details as to what he accomplished, or at least hoped to accomplish. If anyone can tell me about Howard's legal efforts in Russia; I love to know? I believe he left with sincerity, and high hopes.
