Geoff Abbott, a great public servant in his own right, has been telling this story since it happened during Hurricane Katrina, and now his newly completed doctoral research makes it even more compelling.  Read the story!  And the next time you're feeling powerless or unable to do anything, think about Geoff's underlying message.
