GovLoop - Social Network for Government

I was just reading an ASTD blog post from a couple months ago, which featured GovLoop founder Steve Ressler.  In the article, Steve said: "There is power in connecting people in government" and that GovLoop was "definitely a learning community."

The article cited a Human Capital Institute and Saba study that revealed two-thirds of all government agencies are using social networks and 55% felt uncertain about the use of these tools but saw them as "effective means of real-time collaboration and have high hopes for future application of the technologies in the workplace."

What do you think? Are social networks like GovLoop an effective learning tool?

Could they eventually replace the need for classroom training if employees can get the information they need from the peers and experts in nearly real-time?
