Replace birth record?

This is a request for help as my identity papers were lost in a fire. I was born in Montreal and now live in the states. I need to get a certified copy of my birth certificate from Quebec ( I guess?). Any direction on what level of govt, addresses, phone nos, etc.,  to replace my birth record will be appreciated.
