I proposed a topic and a couple of other colleagues did as well. Here's the one I proposed:

Crowdsourcing: Creating Knowledge through Situational Awareness
The government recently began a microblogging pilot on three networks to enhance situational awareness across government. The microblogging pilot provides government employees and contractors on the Internet, SIPRNET, and JWICS a secure environment to exchange information on breaking events and issues of common interest. The microblogging pilot complements other innovations such as Intellipedia, A-Space, C-Space, J-Space, and blogs. The blossoming environment of social networking capabilities and the ability to leverage the expertise and resources across organizational and geographic boundaries are helping to create a more responsive, agile government.

The appeal of microblogging is both its immediacy and portability. Posts are brief (typically 140 – 200 characters) and can be written or received with a variety of computing devices, including cell phones. Microblogging communication lowers users’ requirement of time and thought investment for content generation while providing a crowdsourced way to share explicit knowledge. Microblogging has become a highly efficient way to tap into the expertise of a large community to very quickly solve problems. This service is expected to facilitate connections that lead to improved situational awareness, information sharing, and follow-on collaboration.

The Office of the Director of National Intelligence is the sponsor for the pilot.

2. Provide vignettes on mission impact and success of microblogging on government networks.

3. Highlight how crowdsourcing enables and enhances information sharing throughout government.
