RaffertyWeiss Media is a full-service creative video production company, offering federal government, corporate and non-profit clients video, public service announcements, interactive and radio production services. Recently, RaffertyWeiss produced several national PSAs and outreach/training videos for the Department of Labor, HHS, NIH, CMS and SAMSHA. In the private sector, they have produced internal and external videos for companies such as Sprint, BlackBerry and Lockheed Martin. This work, in addition to much more over the past ten years, has resulted in a strong corporate reputation for quality work, skilled project management and cost-beneficial solutions.

Good morning group.  I recently completed my dissertation research on succession planning at executive branch federal agencies.  Below is the abstract which highlights issues effecting Baby Boomer, Generation X and Millennial employees.

Abstract

The business problem addressed in this study was the need to understand the level of preparation of mid-level career federal employees for senior leadership roles to address a predicted increase in retirements. The purpose of this exploratory needs assessment was to document the present state of succession planning within executive branch federal agencies to deal with the anticipated deficiencies in human capital. Succession planning, leadership, and contingency theories informed the conceptual framework used in the study. The study questions address (a) extent of written succession plans, (b) level of preparation for succession events, and (c) extent of leadership development programs in federal agencies. A modified version of a succession planning survey instrument served as the data collection instrument administered to 481 key informants recruited from the Federal Managers Association. Key factors surveyed were succession planning, federal agency preparedness, and leadership development. Data were collected online and analyzed to determine preparedness at the federal level, segmented by 15 executive branch departments, 4 regions, and 2 general work areas. The overall results indicated that most managers believed leadership development programs should begin earlier in employees’ careers, that many key management successors have not been identified, and most (54%) did not know if their agencies had succession plans. These findings reinforced the assertion that some federal agencies lack a clear plan for succession events. The implication for social change is that the study provides collective baseline data on federal agency succession planning for federal leaders not found in previous research. These data may influence professional development initiatives, which could impact the future of federal budgets, delivery of public services, and national security efforts.
