I was interested to note that the Russian OGP plan calls out an expert platform, much like the US OGP Action Plan:  http://xn--e1aajfpcds8ay4h.xn--80abeamcuufxbhgound0h9cl.xn--p1ai/en...

Development   of a system for expert discussion of effectiveness of development and   implementation of socially and economically important decisions, taken by the   Government of the Russian Federation, government authorities of the   constituent entities of the Russian Federation and local government bodies.

Creation of a system for information disclosure about   drafts of legislative acts under development and the results of their public   discussion.
