Limited Access Authorization - Washington DC National Security Clearance Attorney

The United States government has created a Limited Access Authorization (LAA) for non-U.S. citizens, including persons with dual-citizenships, who currently do not qualify for security clearances. Limited Access Authorizations are intended for non-citizens who have unusual expertise or knowledge for a position that cannot be filled by a U.S. citizen.

Before a candidate's Limited Access Authorization request can be processed, the sponsor agency or facility is required to write a Letter of Justification (LOJ) highlighting, among other things, why the candidate must be hired rather than a U.S. citizen, as well as the candidate's unique expertise. The Letter of Justification should be submitted to the International Branch at the Defense Industrial Security Clearance Office (DISCO) along with the candidate's SF-86 and copy of proof of foreign citizenship, such as a foreign passport.
