New Guidance for Executive Budget Offices

Circular A-11 from the Office of Management and Budget (OMB) provides guidance to agencies on preparing and submitting their budget requests for the upcoming year and instructions on budget execution for the current fiscal year. The A-11 includes an overview of the budget and budget process, information for agency budget directors about what to include in their budget justification materials, and directions to the directors for spending and accounting for currently available funds. The circular is updated each year and Gail Zimmerman will present the important changes in this year’s guidance.

Ms. Zimmerman is a senior analyst with the Office of Management and Budget’s Budget Review Division. She works on a wide variety of issues related to budget formulation and execution and budget systems and concepts. She plays a key role in determining how scorekeeping guidelines and conventions apply to legislative and other proposals and in OMB’s assessment of capital lease proposals. She is coordinating this update to OMB Circular No. A-11 (Preparation, Submission, and Execution of the Budget).
