I agree that IT is not equipped to manage the cultural transformation. But too often, IT gets relegated to the backroom whereas with the Web 2.0 movement, technology implementation is part of the empowering culture. A lot of the policy implementation can be enforced by working with IT at the design stage. At the same time, IT can put up road blocks if they don’t understand the user’s need. I think cultural changes also involve executives looking at IT differently. IT itself has to change since building apps in a vacuum and pushing it on users doesn’t work anymore when users have the options of going SAAS. The best apps that I’ve seen were built with IT involvement from the onset.
