I like the way that Joe framed the issue, i.e. cultural change of and by leadership as well as the symbiotic relationships between technology, processes, and people (leadership). Personally I don’t think that this can’t be addressed by a well thought out approach, but I disagree with the role of IT as many people have framed it. Like the post that described the suppliers of the whiteboards and boardrooms not being the ones handling the task, I see these changes being driven more by communications groups, or corporate level divisions tasked with improving employee engagement or the overall service of the agency. IT needs to focus it’s efforts on understanding the technology and figuring out ways to solve the security and accessiblity issues for the business units, instead of working on the cultural change issue – leave that to others skilled in those areas.
