Policy roadblocks are part of the problem along with the C word: culture. Although change and transformation are words in most organizational strategies, the leadership required to change organizational culture will continue to hamstring effective technology insertion. However, the organizational processes must be addressed as well. Technology is ready, but the organizational processes and leadership commitment to transforming culture and the policies must be the priorities to enable Gov 2.0.
The technology, processes, and people (leadership) are symbiotic. None of these succeed without the others and a certain balance must be maintained. The technology is the IT department’s responsibility (CIO and CTO). Another way to pose the question may be is government ready for responsible IT insertion to support business processes and organizational culture.
