Yeah but…… There is a big difference between a lead and an recruit. When I was on active duty as a recruiter, if 1 lead in 20 produced an enlistment, you were doing well. Also, were these 46,000 qualified leads (ie. eligible for enlistment and genuinly interested) or 46,000 time wasters (not qulaified or not really interested). Personally, I would have put the $7.4 million into expanding the Junior ROTC program currently operated for highschool students. The numbers of leads may not be as large but the produce a lot of enlistments.
