During the gas embargo the US decided to write and enforce CAFE standards while Europe chose to tax gasoline. Because of this Europe now has many low milage cars while the US still builds trucks and SUVs. Why don't we move this learning to the EPA, tax pollutants creating a tangible reason to reduce pollutant emissions as much as possible. The current paradigm directly relates to the gas prices of the 70's. All corporations need to do is reduce emissions below 'acceptable'; this creates no incentive to reduce further.
