If the cuts to state and local grants become a reality this will have significant impacts on state and local's ability to carry out their mandates to protect air and water. As it is the grants state and local governments receive from the EPA cover only a small fraction of the work EPA (and much of the public) expects those agencies to do. Further cuts will only force agencies to rely even more heavily on state general funds and given the condition of state general funds there's no room to go there.
