When looking at budgets and services, it is very clear at a local level that much more can be done to streamline and take advantage of efficiencies of operations. That said, there needs to be clear planning and a solid strategy if government is going to take advantage of these efficiencies. All too often reorganization is done in a void where the impact outside of the individual agency is ignored or the incredible benefits of alignment or cooperation between agencies is overlooked.
