Agencies can normalize whistle-blowing by: allowing employees to voice their concerns anonymously, create an ombudsperson program where employees can voice their concerns to someone outside the organization, they can also prohibit whistle-blower retaliation by informing the other employees that harassment of a whistle-blower will result in termination or suspension, they can adopt policies that allow employes to raise their concerns without being subjected to reprisal, they can also train and educate supervisors and managers on how to protect whistle-blowers.
