That is something our report addresses, but I can tell you our recommended best practice is to propose to help put together the guidelines for your department or agency. That way, they are in place (so everyone knows the expectations) and your leaders love you because it’s one less thing for them to worry about.
Selling the investment into social media is something many experience, mostly because leadership rarely have time to dedicate to social media. What we have found helpful is providing statistical and demographical information about social media users (just an example: currently the number of Facebook users is equal to roughly 2/3 of the US population, more than 50% of their users log in on any given day).
The next question would be: which of the media make sense for your organization? This is best accomplished by investigating the goals you would like to accomplish with each form of media.
