You are right Ali. Agencies seem to blindly fill all their vacant positions, even sometimes speeding up the hiring process, right before predictable budget freezes or sequestrations. Instead, they should take advantage of the current exodus of retirees and hold vacant positions in reserve in anticipation of budget cuts. This would prevent painful RIFs. The tsunami of budget cuts in coming, but it’s almost as if management is trying to ignore the inevitable.
