Hi Doris - It seems like these changes make everything better aligned...so it's not just how you become an SES, but how you remain an SES. I like it.

Of course, these changes make no difference if:

- they never really conduct 360 reviews

- performance management is not an overall part of an agency culture

But maybe these changes will encourage change to happen at the top...and that will create changes agency- (and government-)wide.
