The soldiers need to be punished appropriately. A company or field grade article 15 can take 3 to 6 months pay, reduce a soldier between 1 and 2 ranks and, at the field grade level, prohibit them from reenlisting to continue their military career. Even if the soldier is permitted to reenlist, the Article 15 record remains in their personnel file permanently and is there for every new commander or promotion board to review. This is more than enough to both punish foolish young boys and send a message to their comrades to act more like men.

“Throwing the book at them” (i.e. criminal prosecution) would be a gross over reaction that would needlessly undermine morale.
