Establish right at the beginning that meetings start promptly and you expect everyone to be there and prepared. Then make sure you actually do start on time. You can address individuals privately but you’re really not telling them something that you’re not telling the group. Promptness is expected and does not have to be negotiated. I used to have a few pithy comments for latecomers to meetings which I will not repeat here but it generally cured them of the habit.”
