I would suggest keeping the "end user" in mind before bogging us down with policy/regulations/directives. The "end user" has his/her finger on the pulse of their agencies/organizations mission. Gov is so "top down" and "so it is written, so let it be done". Let's dispense with the "absolutes" & looking for the "boogey man" around every corner. These regulations are always written by people who have "no clue" what is going on down in the basement of DoD.
