    This position leads the workforce of 1102’s that provide contracting support for all of GSA’s IT acquisition programs. This includes the IT GWACs, like VETS, 8A STARS, Answer, Millennia, Alliant and Alliant Small Business, and more. It also includes all the Network Services Programs, like FTS2001, Networx Universal and Networx Enterprise, Federal Relay Services, and Connections. And, it includes the GSA Multiple Award Schedule 70, with more than 5000 contracts with information technology companies that want to do business with the government.

    Position Information: Full-time, Permanent

    Major Duties:
    Plans, manages, directs, and coordinates through subordinate
    divisional organizations, the activities of the ITS acquisition
    workforce to support all phases of the procurement cycle relative to
    the acquisition and delivery of comprehensive ITS portfolio of
    information technology, telecommunications and related services.

    Develops and administers standards, procedures and systems for
    quality control and for overall functional management of procurement
    activities to ensure compliance with the Federal Acquisition
    Regulation, and all other applicable laws, regulations and policies,
    and for the preparation of periodic and special reports to meet the
    needs of ITS, FAS and GSA management, other Government agencies and
    the Congress.

    Collaborates with the FAS Office of Acquisition management and
    the GSA Office of the Chief Acquisition Officer regarding acquisition
    policy matters and ITS acquisition workforce development and training
    needs to define training and career development requirements for ITS
    procurement personnel, and oversees ITS workforce development

    Monitors and evaluates organizational structure, workforce
    allocation, and financial allocations and delegates authority and
    responsibility as needed. Recommends the human resource, financial
    and material resources required to accomplish the mission of the
    Office of Acquisition Operations and justifies these decisions to the
    Assistant Commissioner, Office of Integrated Technology Services.
