    Under the supervision of the Director of Accounting, Audit & Procurement this position is to manage and perform the essential accounting duties and responsibilities relating to accounts payable/receivable, manage reports, reconciliations, payroll & collections. This position will perform and manage a staff that is responsible for processing receipts, tracking expenditures, deposits & transfers assuring that they are legitimate & accurate. Manages staff who is responsible to assure all time sheets are accurate & obtain the appropriate approvals before employees are paid in the agency and consult with executive staff to problem solve & implement new payroll initiatives. Responsible for developing procedures and managing the process of payroll, including adjustments to leave balances, donated leave and other adjustments.

    Manages the collection process. Responsible for developing procedures & monitoring over 2800 licensed retailers for on-time payment for Lottery products. Ability to problem solve & work with the Licensing dept. to ensure proper licensing based on collections. Required to attend and participate in the administrative law process and provide proper documentation to support the administrative claims as they relate to collections.

    Prepares purchase requisitions for the agency in accordance with State procurement guidelines. Ensures appropriate documentation, approvals are included with all purchasing requests.

    This position is responsible for timely & accurate completion of assignments and will provide guidance and assistance to HR, Executive Director & other managers. This position must be able to interpret state, federal & agency regulations. Position maintains confidential information as it pertains to payroll, accounting & collections.
