    OPM Announcment

    As a Budget Analyst for the Federal Investigative Services (FIS) Business Management (BM), the incumbent plans, organizes, and carries out the budget planning, formulation, execution, close-out and monthly reporting of the FIS budget and revolving fund revenues ensuring the effective integration of program, payroll, revenue and budget processes.

    Duties

    • Coordinates budget planning, formulation, presentation and execution analysis, including the development of technical guidance and develops mid-level analysis for review by the Business Manager.
    • Analyzes organizational budgets, monitors the status of commitments and obligations, reviews budget and salaries object classes against payroll accounting reports, and analyzes the expenditure of funds through the review of accounting reports, payroll reports, travel reports, purchase and travel card reports, and open orders reports.
    • Monitors revolving fund revenue, compiles and distributes monthly revenue and expense statements, advises and follows up with managers, procurement and/or finance staff on potential problems/recommendations.
    • Reviews, approves, disapproves, and recommends the amount and recognition of revenues from external agencies and of funds to agency components and programs.

    Qualifications and Evaluations

    QUALIFICATIONS REQUIRED:



    For GS-13: At least one year of experience equivalent to the GS-12 level in the Federal service that included:


    • Coordinating budget planning, formulation, and execution analysis
    • Analyzing the expenditure of funds through the review of accounting reports, payroll reports, travel reports, purchase and travel card reports
    • Monitoring revolving fund revenue, compiling and distributing monthly revenue and expense statements, and following up with managers, procurement and/or finance staff on potential problems.


    For GS-14: At least one year of experience equivalent to the GS-13 level in the Federal service that included:


    • Coordinates budget planning and execution analysis to include the development of technical guidance and mid-level analysis for review by management
    • Analyzes the expenditure of funds through the review of accounting reports, payroll reports, travel reports, purchase and travel card reports
    • Monitors revolving fund revenue, compiles and distributes monthly revenue and expense statements, advises and follows up with managers, procurement and/or finance staff on potential problems.
    • Provides advice and recommendation on budget issues and day-to-day budget execution tasks such as the preparation of budget estimates and justifications, reviewing budget submissions for accuracy, and negotiating budget funding amounts.


    Education cannot be substituted at these levels.


    You must meet all qualification requirements within 30 days after the closing date of this announcement.
