I’ll never forget the term that Beth Noveck coined at Manor.GovFresh last year when she borrowed from Clay Shirky’s notion of “cognitive surplus” to talk about “civic surplus.” In essence, she said:

We need to leverage some variation of what Clay Shirky calls “cognitive surplus,” a ‘Civic Surplus’ so that we don’t miss or waste opportunities for people to get involved in their communities. Citizens have a few minutes each week that they can give to improve their neighborhoods – how do we empower them to do so?

This Thursday, October 13 at 2p ET, you can hear from Clay Shirky directly when he talks about “Open source, the foundation of cognitive surplus.” Here’s a bit more about the online event:
How do you spend your free time? Clay Shirky, author of ‘Cognitive Surplus’ and ‘Here Comes Everybody,’ has some simple tips to help you turn your spare cycles towards collective action. In this webcast, Shirky will discuss new forms of cultural production and communications technology—and the kind of work taking place at sites like Wikipedia, the Management Innovation eXchange, and opensource.com.

What do you think about the notion of “civic surplus” and how do we engage citizens in micro-actions that make a difference?
