    JOB SUMMARY:

    JOIN A GREAT FSIS TEAM!! The Food Safety and Inspection Service (FSIS) is a public health regulatory agency of the U.S. Department of Agriculture (USDA). Our mission is to protect consumers by ensuring that the commercial supply of meat, poultry, catfish and processed egg products moving in interstate commerce or exported to other countries is safe and correctly labeled and packaged.     The incumbent serves as the Director, Congressional and Public Affairs Office (CPAO). CPAO develops and conducts public information campaigns to inform and educate a variety of audiences, including Congress, the media, industry, consumers, and employees. The incumbent works closely with the Under Secretary for Food Safety, the FSIS Administrator, and other top Agency officials to define overall FSIS goals and objectives which form the basis for the Congressional and Public Affairs Office program. CPAO is a headquarters organization that supports the FSIS Administrator, Under Secretary for Food Safety, Office of Communications, and Office of Congressional Relations. The CPA office is comprised of the Director, two deputy directors, legislative analysts, speech writers, a media spokesperson, several public affairs specialists, management analysts (web) and support personnel.

    This position is covered by the Public Health Human Resource System (PHHRS) Demonstration Project. Effective July 19, 2009, FSIS began operating under the PHHRS, a Pay Banding and Pay for Performance Demonstration Project, in which non-bargaining unit positions will be classified by career path, occupational series, and pay bands rather than the traditional General Schedule (GS) grades in the Federal Service. The AP-6S pay band is equivalent to the GS-15 grade level. PHHRS will allow FSIS the flexibility to offer exceptional candidates higher salaries than most other Federal agencies. Additionally, employees will be eligible to receive an annual pay increase based upon performance.

    DUTIES:

    The Director oversees the work of the CPAO. The incumbent:

    *ensures coordination of information and appropriate tactics to successfully convey initiatives to all stakeholders.

    *possesses understanding of how external stakeholders influence and shape perception, and makes plans accordingly.

    *serves as an FSIS contact and spokesperson on matters directly supporting the Administrator and the Under Secretary for Food Safety.

    *plans and assigns work, sets and adjusts priorities, and as appropriate, prepares schedules for completion of work.

    *gives advice, counsel, or instruction to employees on both work and administrative matters.

    *interviews and recommends candidates for positions, promotion, and reassignment, recommends awards and disciplinary action; hears and resolves complaints and recommends action on grievances.

    *identifies developmental and training needs, and provides or arranges for such training.

    *establishes and maintains close and continuous lines of communication between FSIS, Department, and other Government agencies to present information and coordinate responses to inquires on FSIS programs, operations legislative policies, initiatives, positions, and concerns.

    *organizes and participates in inter/intra departmental meetings to consider proposed positions affecting the management and development of matters of interest to FSIS.

    *provides administrative supervision and technical guidance to staff members to produce a sound and well-coordinated public communications and legislative liaison program, which achieves CPAO responsibilities and meets the overall goals and objectives of FSIS.

    QUALIFICATIONS REQUIRED:

    There are two basic components required for this position: time-in-grade/time-in-band and specialized experience. To qualify at the AP-6S level, you must have one year of specialized experience equivalent to the AP-5 or AP-5S level (or GS-14 or equivalent in another pay system)in the Federal Service AND if you are a current Federal employee, you must have 52 weeks or more at the AP-5 or AP-5S level (GS-14 or higher in another pay system) to meet the time-in-grade/band requirement.

    Examples of specialized experience include primary responsibility for leadership and direction of public affairs activities and/or national or international legislative monitoring/liaison activities. Experience analyzing complex legislation and hearing documents as well as providing advice to management on such. Experience developing public affairs and legislative strategies on critical issues, assigning responsibility, determining operating policies, exercising general direction over work, reviewing operations to ensure attainment of program objectives, providing technical and administrative direction to staff, ensuring the effectiveness of day-to-day activities keeping key managers and executives informed of significant issues and developments, coordinating Agency/organization activities, motivating the organization to accomplish program goals, and using resources efficiently and effectively. The successful candidate will have strong leadership skills, considerable tact and diplomacy and strong oral and written communication skills along with an extensive knowledge and understanding of technical, scientific, and management theories and procedures.
