Small boutique management/engineering consulting firm looking for an experienced Cost Analyst to perform Budget Planning and Programming, Financial Management and Execution, and Cost Analysis / Estimating tasks including, but not limited to, the following:
• Analyze, evaluate and provide recommendations for Total Ownership Cost (TOC), Cost as an Independent Variable (CAIV) and Life Cycle Cost Evaluations (LCCE) and associated management plans • Conduct cost impact analyses on program support issues • Provide documentation for program cost estimates and changes, cost impacts, budget tracking and planning support • Prepare or provide input to estimates at completion (EAC) for work conducted by a government activity or a contractor • Develop, maintain and update ROI estimates and economic analyses to support programmatic decisions and plans • Develop and prepare draft budget formulation documentation and recommendations in support of the Navy, OSD and Congressional Program and Budget processes • Draft budget exhibits, spreadsheets, reports, and conduct analysis for short and long-range budget requirements • Prepare and provide recommendations to justify and defend budgets during all required annual and periodic budget submissions • Develop and maintain Program requirements and resource planning data • Update data in financial planning tools for PMO requirements • Review and prepare draft Program Objective Memorandum (POM) documentation and provide analysis to support Resource Sponsor and ASN(RDA) requests, and develop Impact Statements • Collect, monitor and analyze obligation/expenditure information from the source (contractor or government activity) within Navy ERP and official and/or unofficial accounting records or systems. • Prepare ledger reports, ledger tracking, maintenance and support of specified financial management information systems and Standard Accounting Reporting System (STARS) or any other official accounting program tracking systems. • Collect, analyze and recommend prioritization of unfunded requirements, and provide analytical assessments, studies and evaluations to improve financial policy development and decision-making.
Notes: Multiple positions at various levels available
Basic: • Experience working for or supporting federal acquisition programs • Experience with theories, principles, and practices of cost analysis to develop independent cost estimates and to evaluate techniques used in generating program cost estimates • Must have or be able to attain a SECRET security clearance • Minimum Bachelor’s Degree (BS) in Math, Engineering, or other technical field from a four-year college or university • Minimum 4 years of industry work experience in cost or economic analysis • Proficient in MS Word, Excel, PowerPoint and Project applications • Experience using Crystal Ball, ACEIT, @Risk, Stata, and / or SAS or equivalent software Additional:
• Experience with management consulting services and in leading teams to plan and develop Independent Cost Estimates (ICEs) and presentation of results • Strong coordination skills and ability to excel in a cross functional team environment • Excellent communication skills to both technical and nontechnical audiences; comfortable speaking to large groups of people • Familiarity with the development of a Cost Analysis Requirements Description (CARD) • Ability to develop Analysis of Alternatives (AOA), Cost Estimating Relationships (CER), and Program Life Cycle Cost Estimates (PLCCE) • An understanding of the federal Government’s cost assessment and reconciliation process a plus • Ability to translate business needs into project strategies • Strong planning, organizing, prioritizing and analytical skills • Able to solve practical problems, interpret a variety of instructions in written, oral, diagram or schedule form
