The IBM Center for the Business of Government recently released a very helpful guide authored by Ines Mergel of Syracuse, entitled, "Using Wikis in Government: A Guide for Public Managers."
Wikis can be extremely helpful tools when it comes to bridging gaps and breaking down silos within an organization/agency. They're also relatively easy to use, but unless you have worked with them in the past it can still be a seemingly daunting process to get started.
