I am looking into ways to measure transparency in our IT department so we can track any changes over time. After doing some research, it seems that people have struggled on how to measure transparency since it is an abstract term.
I an wondering if someone can provide insight on this topic.
The “trans” in transparency is the most critical part. It implies a relational aspect. I think one starts by asking the question: “transparent to what stakeholders?”. To management? auditors or oversight agencies? co-workers? legislators? internal clients? external clients? the public?
