The Administration & Regulatory Affairs Department (ARA) manages 10 divisions within the City of Houston, the fourth-largest municipality in the United States. Since its inception in 2008, ARA has translated public and private-sector best practices of efficient service delivery and cost-effective business processes to enhance Houston’s city governance and bottom line. ARA divisions include: Administrative Services, Major Initiatives, Operations, Regulatory Affairs, Strategic Purchasing, Insurance Management, City Council Administration, BARC, Parking Management, and 3-1-1 Call Center Operation.
There are significant transformations underway at 311 Help & Information, Parking Management, and BARC. As these organizational improvements are and will continue to enhance customer experience improvements, ARA desires to expand the scope and capability of its external communications activities into a robust function.
We are looking for a dynamic, talented person to assist the Public Information Officer to tell the world about the transformation currently underway at Parking Management, BARC, and 311 Help & Information and impact revenues to enable program expansion. If you understand that customers come first, that every day presents a new opportunity to tell a great story, and that audiences respond when their concerns are addressed by your message, then we want to talk to you.
This position will report to the ARA Council Liaison/Public Information Officer, and will be responsible for analyzing operating trends at each respective division and within each respective industry. The incumbent will translate insights gained from analysis and familiarity with business developments into draft content to be distributed to external audiences via emerging digital media channels and traditional email, website, and the mass media channels in general. The incumbent will assist the ARA Council Liaison/Public Information Officer to distill audiences into segments, design targeted messages to selected segments, and ultimately impact revenues and/or improve the value our customers receive from their engagement with ARA divisions.
The ideal candidate will possess exceptional written and verbal communication skills, and will be able to identify opportunities to generate public interest by translating daily events into content for print, email, website, television, and social media. Responsibilities will range from assisting in the development and implementation of data-driven annual strategic PR plans for multiple clients to developing content for online campaigns.
The successful applicant will possess excellent time management skills, be conversant in business terminology, and proficiency in Microsoft Office applications (PowerPoint, Word, Excel, and Publisher). In addition to being skilled in producing written content, the candidate must be digitally savvy and comfortable with the use of social media, using the latest communications technology as a matter of routine. Basic HTML skills, email newsletter formatting, graphic design, and digital video and photography experience (pre-production planning, capturing, editing and optimizing for upload) are highly preferred.
This is a high-energy position that requires flexibility and the ability to adapt to a constantly changing environment. Attendance at special events, media/press conferences and other civic functions will be required.
The qualified candidate will possess:
- An undergraduate degree in Journalism, Public Relations, Communications, or Advertising
- 1-3 years of related experience, Agency experience preferred
- Desire to work in fast-paced environment with a team of hard-charging and dedicated professionals
