    The United States Bankruptcy Court for the Eastern District of New York is accepting applications for the position of Assistant Operations Manager. The incumbent has a broad range of responsibilities which affect the operations of the office. The incumbent assists the Operations Manager in providing management services essential to the proper processing of all bankruptcy matters through the Clerk’s Office. In this position, the incumbent’s responsibilities include Public Service Department, Case Administration, Records Management and Data Quality Assurance. The incumbent reports to the Operations Manager. Frequent travel to the divisional office is mandatory. Additional out-of-state travel is required.


    Acts on behalf of the Operations Manager when Operations Manager is absent from the office.

    Manages, administers and evaluates procedures in Public Service, Case Administration, Records Management and Data Quality Assurance. Participates in Case Administration, Records and Public Service policy formulation and implementation.

    Reviews procedures with staff to insure thorough understanding of court rules, policies, and guidelines for acceptance of pleadings, and identifies training needs relating to changes in court rules and policies. Establishes internal operating policies and procedures to meet the goals of the office and ensures compliance with internal controls.

    Addresses employee concerns, grievances and other employee relations matters effectively.

    Establishes and adjusts work assignments, schedules, priorities and deadlines to ensure timely and accurate completion of the work.

    Assists Operations Manager in managing the department’s use of the Electronic Case Filing System. Acts as a resource person for the Bar and the judicial officers in this regard. Acts as a liaison with trustees and the U.S. Trustees’ Office to resolve case issues. Serves as liaison to other participants in the bankruptcy process, such as claims agents.

    Develops, implements, evaluates, and monitors procedures and policies for process improvement with goals of timeliness, maximum customer service, and efficient use of resources.

    Recommends personnel actions such as promotions, disciplinary actions and separations. Participates in recruitment and selection of new personnel in the Operations Section. Assures equity among staff in terms of performance standards, rating techniques, work performed, and promoting and maintaining conditions that enhance staff morale and a positive and collaborative work environment.

    Analyzes workload and personnel trends in order to develop short and long term plans to meet current and future section and organizational needs.

    Maintains thorough knowledge of court policies, procedures, guidelines and rules, and ensures staff compliance.

    Conducts routine staff meetings, effectively communicates goals and objectives, policy and procedural changes, and solicits and acts on feedback.

    Adheres to the Court’s Performance Management Plan by developing and coaching staff, appraising and rewarding performance.

    Performs other duties as assigned.
