    The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions within the Department of Defense as shortage positions and recruit and appoint highly qualified persons to those positions.     Qualifications and Evaluations

    QUALIFICATIONS REQUIRED:

    All minimum eligibility and qualification requirements established by the Office of Personnel Management (OPM) must be met prior to appointment.

    All positions are covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and require additional education, training and experience. If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.

    Applicants not certified may still apply and be selected for DAWIA positions, but must achieve certification within 24 months of appointment. Certification requirements may be viewed at http://www.dau.mil/catalog/.

    Some DAWIA positions may be designated as Critical Acquisition Positions (CAPs). In addition to DAWIA certification requirements, individuals selected for CAPS must also be a member of the Acquisition Corps at the time of selection and sign a three-year tenure agreement prior to assuming the position.     Eligible applicants will be evaluated based on a comparison of the position requirements against the quality and extent of the experience or related education as reflected in their resume. Candidates are encouraged to ensure work experiences clearly show possession of knowledge of the subject matter pertinent to the position, the technical skills to successfully perform the duties of the position, and the ability to communicate both orally and in writing.

    In addition to meeting minimum qualification requirements, the Expedited Hiring Authority for Acquisition Positions requires a candidate to be evaluated as Highly Qualified for the position. Applicants will be evaluated as highly qualified based on an assessment of candidates’ experience and competencies against a Quality Ranking Factor derived through a job analysis of the vacant position’s duties.
