    This position is located in the Accounting Division of the Morale, Welfare and Recreation Department aboard Naval Station Guantanamo Bay, Cuba. We are located at the southern tip of Cuba and are considered moderately isolated. Due to our location, the MWR Department, its managers and employees face unique challenges that require innovative thinking while adhering to Navy, Region, NAVSTA regulations, policies and procedures. The best candidate for this position will be highly motivated, capable of multi-tasking, is capable of thinking “out-side the box” and will be a self-starter.

    The incumbent will serve as head of the MWR Accounting department and will be responsible for the fiscal oversight of the NAF accounting functions. Develops and manages system controls to ensure comprehensive and effective services, business practices and internal control measures are maintained and in accordance with local and higher instructions, policies and procedures. Interprets directives, writes and revises instructions applicable to NAF financial controls and advises staff on day to day operations. The incumbent is responsible for the accountability and disposition of all NAFI assets. Will analyze and prepare financial reports to include but not limited to reconciliation of accounts, summaries of cost center performance against approved budgets, and cost per user statistical data. May be required to collect/compile data in appropriate report formats for higher agency review/deadlines. Will ensure all new management are briefed/trained on local financial processes and procedures and will forward to local management all changes made from higher commands that affect NAF/APF funding. Will prepare annual budget for nonappropriated fund/UFM and monitor its implementation. Reviews expenditures and revenue from previous years to determine if current projections are realistic, coordinates development and review on monthly, quarterly, and annual budgets against actual performance for all activity cost centers. Reviews and discusses all project or program proposals with managers and the MWR Director to assess financial feasibility within existing budgets/financial constraints. Will maintain continuous contact with the MWR Director regarding all issues, activities, programs and facilities, keeping the Director abreast of developments, issues and/or concerns.
