The City of Evanston is seeking a superior municipal Finance professional and leader to serve as its first Chief Financial Officer. With a population of 75,000, Evanston is a beautiful, vibrant, lakefront community located north of Chicago on the scenic shore of Lake Michigan. This City is home to Northwestern University, two hospitals, with an exciting downtown and numerous thriving neighborhood commercial and historic districts. The Chief Financial Officer is a newly created position, created following the resignation of the Administrative Services Director; this position will manage the following divisions: Finance, Human Resources, Information Technology and Parking Operations.
The City of Evanston is a home rule municipality and operates under the Council-Manager form of government. The City Council is comprised of the Mayor (elected at large) and nine aldermen who are elected by their ward for four-year terms. The City Council meets formally twice per month. The City Manager is appointed by the Council and serves as the Chief Administrative Officer of the City. The City of Evanston is a full service municipality, with 85% of all staff unionized including the majority of staff in Police, Fire, Library, Parks, and Public Works.
This CFO manages a staff of over 60, and a citywide budget of about $73.8 million operating, $8.8 million CIP. He/she will serve as the primary financial resource to the City Manager, Assistant City Manager, Mayor and City Council and City staff. Under the direction of the City Manager, and as a member of the executive management team, the CFO is responsible for accounting, purchasing, human resources and employee relations, information technology, investments, risk management, and parking operations. The Finance Department is noted for its high performance and accountability standards kept throughout as indicated by being the recipient of 25+ years of GFOA certificates, as well as the regular recipient of the GFOA Budget Awards. The City is Aaa rated by both Moody’s and Fitch ratings agencies.
The selected candidate will demonstrate strong knowledge of financial and management reporting, general business and audit practices, and advanced management techniques. He/she must be accustomed to on-going interaction with financial service institutions, rating and regulatory agencies. The desired candidate will have specific knowledge of regulations impacting public finance, human resources and IT, as well as knowledge and experience in the requirements of maintaining a high credit rating. He/she should possess a minimum of a Bachelor’s degree in Accounting, Business or Finance, with an MBA or MPA preferred. The CFO will have strong communication and interpersonal skills, including discretion and confidentiality when dealing with critical matters and patience to deal with process during the examination of complex financial issues and transactions.
