The Department of Economic Security is an integrated human service agency with over 9,000 employees and an annual budget of more than 5 billion dollars. The Department provides a vast array of human service programs, including protective services for children and adults, child welfare services, public assistance, employment and training supports, unemployment insurance, aging services, child support enforcement, and services for individuals with disabilities.
This position provides leadership and strategic Information Technology (IT) directions in support of the Department of Economic Security’s (DES) business goals and objectives. Requires comprehensive leadership and management experience in the implementation of Information Technology Systems. Provides leadership for 350 IT staff engaged in systems development, customer service, data center operations, Server Network Operations, Telecom/Network Support and technical support. Directs the continuous review of present systems and methods; implements new and revised systems; and examines techniques in use and determines appropriate change to effect improvements based on ITIL concepts, reducing costs and enhancing efficiency on an agency-wide basis.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs)
*Project management experience with multiple complex projects.
*Extensive knowledge and understanding of current and future trends in computer hardware, software technology and system development/programming methodologies and analysis methods.
*Experience dealing with the dynamics and structure of large complex information systems.
*Strong written and oral communication skills are essential.
*Experience with the implementation and deployment of ITIL concepts.
*A track record of creativity and innovation, willing to think outside the box and take appropriate organizational risks; a proven change agent.
*Skilled at building consensus among groups with varying perspectives and agendas.
*Strong team building skills; analytical, organized and results-oriented.
The ideal candidate will have five (5) years of related work experience in the IT field showing attainment of progressively higher levels of program management experience with the accompanying expansion of scope of responsibility and complexity of the management position. Two (2) years direct management responsibility of large IT organizations is preferred. A Bachelor’s or Master’s degree in Management Information Systems, Computer Science, Public or Business Administration, or related field from an accredited college or university is highly desirable.
