Shelby County is seeking their first countywide Chief Information Officer to serve as the leader and technology strategist for the provision of services for citizens and employees. The CIO role will include responsibility for managing and directing the County's technology programs, including programmatic responsibility for systems development, project management and countywide telecommunications. He/she should be cognizant of and able to implement Best Practices management techniques, including cost-benefit analysis, return on investment analysis, benchmarking, operational analysis, and operational management of technology programs. This position will manage a staff of 100+ with an overall countywide technology budget of $22.7 million.
The CIO should possess a minimum of a Bachelor's degree in Computer Science, Information Systems, Business Administration, Public Administration or related fields. In addition, he/she should have at least seven to ten years of progressively responsible experience managing a complex technology program. A Master's degree or equivalent or advanced education in Information Technology is desired.
The individual must possess demonstrated knowledge, skills and abilities working in a large, complex operating environment. Prior experience in an organization consolidation and/or similar reorganization will be viewed highly favorably. He/she must demonstrate a background and track record of working effectively with public officials, private sector firms, colleges and universities, civic groups and technical experts. Knowledge and experience in planning, forecasting, organizational analysis and a minimum of seven years' experience in management are required. Professional designations or certifications are desirable and will be considered favorably in the selection process.
